Japanese media reported Diet Member Nakasone said "US Understands" Yasukuni visit; "US favourably takes it" 中曽根議員らが首相靖国参拝を説明し「米は理解」「米は好意的受け止め」と日本メディアは報じるが

On January 10 in Washington DC, three Japanese Diet members from leading party LDP, Hirofumi Nakasone, Yasuhisa Shiozaki, and Kenji Kosaka explained Prime Minister Abe's Yasukuni visit to a group of US government officials and lawmakers. Japanese media reported that Nakasone said at the press conference that "I think the prime minister's intent has been reasonably understood."

1月10日、日米国会議員連名の中曽根弘文、塩崎恭久、小坂憲次自民議員3氏がワシントンで記者会見、安倍首相の靖国神社参拝について、「米政府当局者や連邦議員らが『それなりに首相の真意を理解している』との認識を示した」と、報道されている。

こんなこと英語で世界に報じられたらどうなるのかと思って見てみたら、ジャパンタイムズにある共同の記事は、
What would be the ramification of it if the whole world saw such headlines? The Kyodo news on the Japan Times says:

と言っている。ジャパンタイムズは英語の題として「安倍の靖国訪問の目的は米国指導者に通じた」ー "not lost on" という微妙な表現を使っている。さすがに日本題をそのまま訳したらまずいと思ったのだろうか。Japan Times carefully chose the subtle translation words "not lost on." 

その点ネットニュースサイト Global Post の共同記事は、ストレートだ。Global Posts translates the title more directly.

米側の出席者は上記日経の記事によると、アーミテージ元国務副長官の他、「議会から共和党のマケイン、マコウスキー、エイヨットの各上院議員、民主党のカストロ、ハナブサ両下院議員らが、政府側からはラッセル国務次官補(東アジア・太平洋担当)、元高官ではキャンベル前国務次官補ら」だったという。
According to the Japanese reports, those who attended from the US side included Daniel Russel, assistant secretary of state for East Asian and Pacific affairs, Richard Armitage, former Deputy Secretary of State, Senators John McCain, Lisa Murkowski, Kelly Ayotte, Congress members Joaquin Castro, and Colleen Hanabusa, and Kurt Campbell, former assistant secretary of state. 

アーミテージに至っては靖国参拝を「終わった話」と言ったと毎日産経などは報じている。
Armitage is quoted by Mainichi and Sankei by saying that the PM's Yasukuni visit was "the thing of the past." 

米国側がどのような具体的な言葉で「理解」を伝えたのかは報道陣にも知らされていないようだ。そしてこの限定されたグループが「理解」をしているとされ、それが「米が理解」と米国政府が正式に表明を与えたかのように報じるのは誤解を招くと思う。米側の出席者は具体的にどういう言葉で「理解」を示したのかはっきりさせるべきではないか。
It seems that it was not made known to the media what concrete words were used by the US officials and lawmakers to make Nakasone believe that the intent of Abe's visit to Yasukuni was "reasonably understood." These media reports are misleading, as they carry an impression that the US government officially expressed its "understanding" of Abe's Yasukuni visit. Those US officials and lawmakers who attended the meeting are accountable for clarifying what they told their Japanese friends then.

  1.  中曽根弘文参議院議員を会長とする「日米国会議員連盟」が記者会見で話した内容を聞いて、小野寺防衛大臣とヘーゲル国防長官との電話会談に関する報道を思い出しました。

     今回の記者会見で、安倍晋三首相の靖国神社参拝について「『理解を得られた』との認識」(日経)、「米政府当局者や連邦議員らが『それなりに首相の真意を理解している』との認識」(共同)、「『好意的に受け止めてもらったと思う」と述べ、一定の理解を得られたとの認識を示した」(時事)のだそうですが、小野/ヘーゲル会談の報道は次のようでした。

     「小野寺氏は、安倍晋三首相による靖国神社参拝について『二度と戦争を起こしてはならないという不戦の誓いを示したのが本意だ』と理解を求めた。ヘーゲル氏は『説明は分かった』と述べた。」(共同)

     また、天木直人さんによると、「5日午前6時45分のTBSニュースでは、靖国参拝の問題について小野寺防衛大臣が安倍首相の真意を説明したのに対し、ヘーゲル長官はコメントしなかったと報じた。」ほか、「5日朝7時のNHKニュースではヘーゲル長官は靖国参拝の説明にヘーゲル長官は感謝したとまで報じた。」ということでした。

     今回は「認識」という語句を付け加えて逃げ道を作ったつもりなのでしょう。アメリカ側がどう言おうと、自分たちはそう思ったのだから仕方がない・・・という開き直りのように思えますが、小賢しい。

     ところで、日経の記事で発言が具体的に書かれている人物がジョン・マケイン上院議員とリチャード・アーミテージ元国務副長官だというのは興味深いですね。

     マケインといえば、ウクライナに乗り込んで反政府派を公然と支援、反ロシア活動を煽っていますが、その前、昨年5月にはシリアへ不法入国し、巡礼者を誘拐した反政府軍(アル・カイダ系)の幹部と会い、シリアやイランへ軍事侵攻すべきだと主張している親イスラエル派の議員です。

     アーミテージといえば、ジョセイフ・ナイと一緒に「米国と日本-成熟したパートナーシップに向けて(アーミテージ報告)」を2000年に作成していますが、1980年代にはイランへの武器密輸とニカラグアの反革命ゲリラに対する違法支援工作(イラン・コントラ事件)に連座しています。

     元グリーン・ベレーで情報将校でもあったジェームズ・グリッツ中佐によりますと、「麻薬王」のクン・サはアーミテージを麻薬取引でアメリカ政府と犯罪組織をつなぐキーマンだと話していたそうです。

     ちなみに、CIAの秘密工作部隊は資金調達のために麻薬に手を出してきたと報告されています。例えば、ベトナム戦争では「黄金の三角地帯」産のケシを材料にしたヘロイン、コントラ支援工作では南米産のコカイン、アフガン戦争から現在に至るまでアフガニスタン産のケシから製造されたヘロインで稼いできたと信じられています。

     ベトナム戦争時代の話は、アルフレッド・マッコイという研究者が1972年に『The Politics of Heroin』という本(日本語訳は1974年にサイマル出版から『ヘロイン』という書名で出版)にまとめています。

     コントラとコカインとの関係はピーター・デール・スコット教授らが1987年に出した『The Iran Contra Connection』やジャーナリストの故ゲイリー・ウェッブが1999年に書いた『Dark Alliance』など多くの本や記事が指摘していますが、それだけでなく、CIAも内部調査で認めています。

     アフガニスタンの山岳地帯で生産されたケシがアフガン戦争でソ連と戦ったスンニ派武装勢力だけでなく、「西側」が支援していたコソボのKLA(コソボ解放軍)のカネ儲けに使われてきたことは有名な話です。この問題も少なからぬ報告がありますが、最近の状況も取り上げている詳しい出版物には、2010年に出版されたスコット教授の『American War Machine』があります。

     アメリカで日本を相手にするのはマケインやアーミテージのような連中しかいなくなっているのかもしれませんが、これは深刻な事態だと私は思います。

The attitude of many in the U.S. national security establishment can be boiled down to "go ahead and destroy your pacifist Constitution, just don't visit Yasukuni and remind people why Article 9 was created in the first place." See herefor an example of this thinking. So it wouldn't shock me if someone like Richard Armitage, with his calls for Japan to become a "tier-one nation", would privately express "understanding" of steps to fan the flames of militaristic nationalism, while wishing it were done more discreetly.
